Default do you moisturize your skin when wet or dry?

just curious as i saw an article some time ago that said if you actually massage moisturizer/lotion while skin is wet, it's better for the skin.

to me, it seems like you end up wasting more lotion simply cuz you wipe it off with a towel.

Towel dry, then lotion... skin is still moist (wet).... and yes, we do, all 7 of us.

I towel dry and then put on lotion.

I would think the same. I don't see why it would be better to do it while the skin is wet? The skin isn't supposed to absorb the water, is it? I've been told by aestheticians (sp?) that the best way to truly moisturize your skin is by drinking lots of water/keeping hydrated.
