Now, what would happen if a FA didn't follow procedures and allowed a in lap child to sit in a row without the extra o2 mask (aside from the obvious where a child would be in harms way in the event the masks drop down)? I am asking this just out of sheer curiosity.
Hopefully this oversight wouldn't happen! If so though, you could possibly borrow from the other row and reach it over. We were told in training to don any extra mask and secure yourself in the event of a decompression ie. sit on the floor if you were in the isle at the time.

So, this is something that is as basic as making sure all seat belts are fastened it seems.

Like I said before, this lady was saying that it seemed no one paid attention to her in-lap child's need for the extra mask...like it was overlooked...and I really found that strange.

I was talking to DH last night and he said his plane has 2 extra o2 masks in each row. So, I doubt the FA have to pay much attention to the placement of the in-lap children since they are so plentiful.
