Default Bumping and paying passengers

Just reading an article on Yahoo! that says that a paying passenger that involuntarily bumped off a flight and the airline can't get you to your destination within an hour of original time, federal law says that the passenger gets paid $200-$400. Hum, anybody ever heard of that before?
