December is perfect for NY.. mainly because of all the christmas decorations and sales and all that...
other than that, i'd suggest mickey's world (you know, they do the whole xmasy thing which is actually pretty fun too) or washington dc for their xmas displays (Alexandria is beautiful with the colonial houses and annual carolling they do in the downtown Alexandria area).
