Default constipation in babies

Dana,
I am at my wits end right now. I have no idea what to do and feel like I am going to have to call the ped in the morning because nothing is working.
For the past couple of days my baby Victoria, now 20 weeks has had a few bowel issues. She seems to be a bit dehydrated, I think, I say this because her stool is very HARD. She doesn't have a bm everyday, has been this way since day one. When she tries to, she screams bloody murder and she is very red around her anus now from all the pushing and just a teeny bit comes out. I've tried a suppository a couple of days ago and nothing, apple prune juice from gerber, warm baths, warm water bottles to drink and nothing. Just pure PAIN!
What should I do? I was almost to the point last night of going to the er because of her constant trying, screaming and no relief.
Any suggestions? HELP!
