More than likely, NOT food Poisoning. If it were mayonnaise based, you might be at risk in 1-2 hours with the food being left out. Given the fact that the food was chicken and rice, it is not as likely unless the chicken was not handled properly before cooking.

Regarding leaving the food in you car, just think, 30 degrees out doors is cooler than your refrigerator.

6-12 hours for food poisoning to hit is about right. Usually pretty sick with diarrhea and vomiting for about 6-12 hours and it is over. Drink lots of fluids. Gatoraide if you are vominting or have a lot of diarrhea
